What is the police protocol for a shooting involving only one victim but many other witnesses?

I am currently writing a story that involves a shooting during a game. There is one victim that was shot and many witnesses. What do the police do in that situation?|||Lie and say they thought his cell phone was a loaded gun! Never mind that it was pink!|||secure the scene, interview witnesses, and collect evidence.
